Role Details
The Manager Talent Management is responsible for leading the strategic and operational delivery of talent management initiatives within the Department of the Premier and Cabinet’s People and Culture Unit. This role focuses on embedding a whole-of-lifecycle approach to talent, encompassing attraction, acquisition, development, performance, recognition, retention, and succession planning while providing expert advice to executive leadership.
The People and Culture Unit plays a pivotal role in shaping a thriving workplace culture aligned with departmental values and public sector priorities. Through collaboration across teams and partnerships with external providers and government agencies, the unit drives innovative strategies that position the department as an employer of choice while fostering inclusivity and compliance.
This is an exciting opportunity to collaborate with key stakeholders such as the Director People and Culture, Executive Leaders, Talent Management Team, external providers, and sector partners to deliver impactful outcomes for the department. You will play a critical role in driving future-focused talent strategies that strengthen workforce capability while contributing to meaningful change across the department.
Key Responsibilities:
Establish and lead the Talent Management function to attract, develop, and retain top talent.
Develop and implement integrated talent strategies including succession planning, retention, onboarding, and performance development programs.
Oversee contemporary talent acquisition practices aligned with diversity, equity, and inclusion objectives.
Lead learning and development programs tailored to departmental needs for capability uplift.
Promote a values-based culture focused on engagement, accountability, and continuous improvement.
Ensure governance mechanisms are in place to assess the impact of talent strategies while adhering to relevant legislation.
Manage budget responsibilities effectively to support talent management initiatives.
Champion corporate responsibilities such as reconciliation efforts, White Ribbon accreditation standards, accessibility, inclusivity, sustainability, and cultural safety.
Foster partnerships across government and external providers to leverage insights and align with sector-wide priorities.
Key Requirements:
Proven experience designing organisation-wide talent management programs with measurable impact on workforce capability.
Strong knowledge of HR practices including talent acquisition, workforce planning, learning frameworks, and performance systems.
Demonstrated ability to lead or transform functions with strategic vision while ensuring execution excellence.
Exceptional stakeholder engagement skills with the ability to influence senior leaders and build trust across teams.
Experience driving inclusive talent strategies aligned with equity and workforce diversity goals.
Advanced analytical skills to use data insights for strategy development and reporting outcomes effectively.
Resilience, adaptability, and sound judgement in dynamic environments with high expectations.
Tertiary qualifications in HRM, Organisational Development, Psychology or related fields (or equivalent experience).
Ability to meet employment screening requirements such as National Criminal History Checks.
Commitment to participating in the department’s Performance Management Program.
