Role Details

The Manager Workforce Capability is responsible for leading the strategic and operational delivery of workforce capability initiatives within the Department of the Premier and Cabinet’s People and Culture Unit. This role focuses on building workforce capability through leadership development, employee engagement, work health and safety (WHS), wellbeing programs, diversity strategies, and workforce planning while providing expert advice to executive leadership. The People and Culture Unit plays a pivotal role in shaping a thriving workplace culture aligned with departmental values and public sector priorities. Through collaboration across teams and partnerships with external agencies, the unit drives initiatives that foster inclusivity, compliance, and performance excellence across the department. This is an exciting opportunity to collaborate with influential stakeholders such as the Director People and Culture, Executive Leaders, Workforce Capability Team, external partners, and sector agencies to deliver meaningful outcomes for the department. You will lead multidisciplinary teams focused on WHS, organisational development (OD), change management, diversity, and reporting functions while driving innovative solutions that strengthen workforce capability and engagement.

Key Responsibilities

  • Oversee leadership development programs to build current and future leader capabilities through tailored pathways.
  • Drive diversity, inclusion, and values strategies to promote equity, respect, belonging, cultural safety, and reconciliation efforts.
  • Design employee engagement initiatives including survey strategies, interpreting results, and implementing targeted improvement actions.
  • Develop and implement WHS and wellbeing strategies to ensure compliance while fostering a proactive safety culture.
  • Deliver workforce planning initiatives using data insights to identify risks/opportunities and support future-focused design.
  • Manage people-related reporting obligations including dashboards for executive decision-making and public sector performance measures.
  • Coordinate priority projects aligned with departmental strategy while ensuring governance standards are met.
  • Foster continuous improvement by leading OD projects that enhance culture, performance, and change outcomes.
  • Ensure adherence to relevant legislation while promoting ethical practices across the department.
  • Manage budget responsibilities effectively to support workforce capability initiatives.

Special Conditions

  • The Incumbent will be required to participate in the department's Performance Management Program.
  • The Incumbent may be assigned to another position at this remuneration level or equivalent.
  • Some work outside of normal hours will be required.
  • This role requires a National Criminal History check.

Essential Qualifications

  • Tertiary qualifications in Organisational Development, Human Resource Management, Business, Work Health and Safety or a related field, and/or extensive equivalent experience in a senior capability or organisational development role.
